E-Government Transformation in Improving Transparency and Accountability of Public Services in Indonesia
Abstract
This study discusses the transformation of e-government as a strategic effort to improve the transparency and accountability of public services in Indonesia. The main objective of this study is to analyse how the digitisation of bureaucratic processes, the integration of information systems, and the use of technology can strengthen information disclosure and the accountability of officials in the delivery of public services. This study uses a qualitative approach with combined data analysis techniques, namely bibliometric analysis using VOSviewer and thematic analysis using NVivo 12 Plus. VOSviewer is used to map the development of research themes in Scopus-indexed articles, while NVivo 12 Plus is used to identify patterns, themes, and conceptual relationships in relevant literature. The results show that e-government transformation contributes to increased access to public information, strengthened citizen oversight mechanisms, and improved service efficiency. However, challenges such as limited system integration, digital infrastructure gaps between regions, and low digital literacy remain significant obstacles. This study concludes that e-government transformation is not only a technological innovation but also an institutional change that requires political commitment, increased capacity of the apparatus, and active community participation. This study contributes theoretically to the study of digital governance and offers practical recommendations for strengthening the transparency and accountability of public services in Indonesia.
